Why, in the middle of the global pandemic, is Canada increasing it's quota for immigration?

I know the "official" reason is to prop up the economy.
That's bullshit.
If the government let people actually work and stop shutting down businesses, then there's no need for an increase in immigration.
And while the government is telling Canadian citizens not to travel and stay home, why are they increasing immigration during this time?
