Nobody is going to evacuate US citizens. You can leave on your own though while you still have time. If you want to go to Romania look into their immigration policies. I found Romania to be very nice, friendly and helpful people and I have a lot of Romanian friends.

Colombia is beautiful and the people are very friendly but unlike Romania where most people speak some to very good English you would have a hard time without speaking Spanish. Due to bad behavior (sex tourists and drug addicts) of people primarily from one North American and one Middle Eastern country Colombia is instituting sweeping immigration reform that will make it far more difficult to become a legal resident. I'd investigate how americans are viewed in a particular country before doing anything else if you want to be happy.
