Unlike the US President, the Prime Minister is not the Commander-In-Chief of the Canadian military. That particular role belongs to the Governor General of Canada, and while traditionally the Chief of Defence will listen to the Prime MInister if the GG does not object, he actually exercises no actual control. But hey, anything to try and make himself look better.
