There is no sign marking the stop line at the crosswalk so it cannot be Quebec.

There are only number plates on the rear of the motor cars, so it cannot be Britain.

The dude speaking at 0:06 is speaking spanish... sounds a bit like from northern south america, like venezuela or dominican republic or puerto rico or something caribean. it does not sound like from middle or south south america or mexico at all

That's not us and that video was taken in Fox Hills mall in Culver City.
I forget the exact location and I do recall dude chased a woman in a blue suv, rodeo?, and supposedly gnarled her up pretty bad and she is no longer alive, and body parts are missing.
He is presumed dead and not able to reconcile any real incidents.
They filed it as a streak of incidents they were not able to and would not be able to recall.
Everywhere in the area was a lot of vomit and bullets. Lots of smoke. One zombie fucker. Gdamn. He is at large.
