It is not difficult to shield radiation, but rather is expensive compared to a loaf of bread. Any superpower and large economy can allocate budget towards shielding if they want to.

Ground penetrating radar is unable to literally see inside a lead casket. It is also limited in penetrating depth dependant on density of materials.

The ground beneath you does not have a bedrock of lead to depleted uranium that is far denser than silicates, manganese oxides, iron oxides etc.
