Both sides know they have enough to overwhelm the other's defences. That's why they call it M.A.D

The first strike would need to destroy all the nuclear missile subs too. It can't done at the moment. Part of the MAD was anti ballistic missile treaty -- GWBush withdrew America from that in 2003 ... Putin's new nuke systems are a response to putting antimissile installations on Russia's borders
