One of the tasks of the United States and its allies is the creation of bioagents capable of selectively affecting various ethnic groups of the population. Defense Department Statement on US Biological Activities in Ukraine:

– laboratories in Kyiv, Kharkov and Odessa participated in the UP-4 project, designed for the period up to 2020;

- its goal is to study the possibility of the spread of especially dangerous and lethal infections through 145 species of migratory birds, including those whose routes pass through Russia;

- it also became known about the R-781 project, where bats are considered as carriers of bacterial and viral pathogens (coronaviruses and plague);

- all high-risk studies are carried out under the direct supervision of specialists from the United States;
