All through the cold war, the USSR believed that while they would sustain significant damage, but a core nucleus of the population could survive and rebuild. As a result they built extensive amount of fallout shelters. They did not believe in a catastrophic nuclear winter either, which is theoretical. In short, the Russian viewpoint is the MAD deterrent is limited, not an ELE.
