As a result they built extensive amount of fallout shelters. They did not believe in a catastrophic nuclear winter either, which is theoretical. In short, the Russian viewpoint is the MAD deterrent is limited, not an ELE. Putin is ex KGB and is a child of the USSR government. He obviously believes the same. He has refurbished the existing shelters and built many more. He has also restarted the civil defense drills. Pushed to far, the nuclear option is real in his mind.Putin has no idea what we can, and will do to that shithole commie country That won't stop Putin from using the nuclear option, what matters is does Putin "believe" Russia can survive. His actions over the past 6 years indicates he does. If he thinks he can set off a couple low yield tactical nukes to put "the fear of god" into the west and get them to back off, good chance he will. This inept administration we have at the helm would probably let it fly and not do shit about it.
