Council do the approvals, they should wear the blame.
Anything approved after x date where no consideration was taken for flooding should be entitled for a claim imho.
I said this kind of thing should have happened after 2011, it should be reverted to vacant land with a no build order on it.
Our council unfortunately and town planners are all incompetent. Too busy looking after developers.
