The WOW signal was terrestrial based. So where is everybody?
We have never recieved any signals from outer space. Where is everybody? The conclusion so far is that we are alone. Also, if there is a God, it seems that once he sets the universe in motion, that he makes no further changes to it afterwards.

It's a large universe and galaxy. A signal would have to be directed at us, but why bother if we haven't advanced enough to receive.

It's also possible that life is very rare in a complex form like ours. Maybe 10,000 other civilizations have already came and gone, it's unlikely we're the first, but would be astonishing if true.

What further changes would God need to make? A being powerful enough to create the universe, would know exactly how it would turn out 13 billion years later.
