The officer didn't need to kill that man, apparently he was lying face down although he was struggling. A shot almost anywhere else would have been as effective for taking the threat away. He said that in Russia, they park where you can see them as a warning, they don't hide to catch you like they do here. He thought that the very basis of our law system was predatory. yep. Unfortunately, especially inn smaller jurisdictions, the city/county places quotas on the officers. It's all about increasing revenue for the jurisdiction. Why I always drive 5 under when going through a small town I do not live in, as the especially love out of town/out of state people. Far easier just to pay the damn ticket than pay the costs associated with traveling to fight it -- costs likely far higher than the ticket itself.
