No, tactics haven't fully evolved to counter them.
People think precision munitions means the end of carpet bombing and a reduction of civilian deaths.
It doesn't mean that at all because troops now hide behind civilians to avoid those precision strikes.
So, carpet bombing is one of the successful strategies that can be used to counter man portable ATGM's. Russia has not done this yet but that is a political and moral decision they haven't yet been willing to make.
When it comes down to a choice of either winning or losing, they will finally make that choice. Any other government that criticizes them for that, especially the US, is a fucking hypocrite.

When that erodes like it has, then the "Almighty" Dollar isn't worth that much as a tool of trade.
