it's time to introduce anti-tipping. you pay zero extra and if they don't deliver well, charge them!  There's a Taxi app that has just been released here in Turkey not so long ago, and if the taxi cancels after he's accepted to pick you up, the company, named getir, fines the taxi driver (5 turkish lira, not much) Since i've started using the app, a lot less cancelations that's for sure, so it does work
