Military is the only way. Literally, if you come to any other conclusion you are either insane or have not completed your analysis yet. After WWII, militaries built up their nuclear arsenals in order to deter one another from a first strike. That phenomenon is not limited to nuclear weapons, but rather extends to all advanced weapons.
