They were already being attacked by Ukraine Nazis in this area, they were also using people as human shields. These are places where the Russian ethic people were and also their own military groups who were fighting against Ukraine's military.
It is not new they have been fighting them, and before they were fighting these people were being killed.

This was not started just as Russian troops came in, it has been going on now more than eight years.
