it does that unless agents are in the vial to prevent clotting. OK and it will not draw thru the needle if already clotted which would mean the patients was half dead already.
Those who support all this clotting crap are extremely ignorant.

Dehydration can make the blood thicker. In fact most Americans are chronically dehydrated. Bad for cells. It can make your heart work harder increasing blood pressure. Sorry, but the professional phlebotomists I worked with for many years could tell differences in drawing tubes of blood. Perhaps you have to do it for a while to gain enough experience to be able to tell?
