It's a propaganda technique used for training soldiers originally, crept onto television in the 1980s afer the Church Committee stuff died down. Then western intel began infiltrating the networks. That being said, Kremlin and Washington both have direct control over their networks. The modern term for propaganda is called 'government messaging' or 'messaging'.
