There is no State owned and operated TV network inside the United States. The Smith-Mundt act which you cited prohibits that. By contrast, all TV in Russian is owned and operated by Russian State Media at the Kremlin.

You need to educate yourself regarding the Smith-Mundt act. It has not been repealed. There was a modification to it made with the Smith-Mundt Modernization Act of 2012 which simply allows media businesses to access material from groups like Voice of America if they want to use it.
