2.) Release it
3.) Use networks within health authorities (WHO) and countries to decleare a pandemic of a harmful disease
4.) Mandate forced vaccinations with negative consequences for those who deny
5.) Cash in on options and stocks.

It will work every time, because those who disobey and speak out against the scheme will be labelled conspiracy theorists, crazy etc, end will lose their jobs and be silenced in social media.
