We do, 736 apartments in 4 towers, 2 of our daughters share an apartment in the much larger complex next to us. My wife likes living in the big city, it's taken some adjustment for me but I enjoy it too. That said, there's no way we'd be living here, at least my wife and I, if we didn't have a rural place further up in the Andes to go to. They can shut everything down and we've still got year-round growing season, water and no need for heat or AC.

Shanghai is a different situation, where we live for example it would have to be voluntary compliance motivated by fear. I still see people walking down the street wearing a mask so I don't discount that fear works. There aren't anywhere near enough police or military here to even remotely enforce it.

You're right "if the fear is high enough people will do anything", or almost anything. They went along with the initial Covid lockdowns here purely out of fear. It was eerie walking down the absolutely deserted street knowing there we're at least 10,000 people within a 500' radius of me, like a post-apocalyptic movie where the people were all gone. But there was nobody actually enforcing it, the people did it voluntarily. After they got things sorted out better they restricted travel between cities, roads were deserted but I got a letter from the mayor that allowed me to travel back and forth between our farm and apartment, I was never asked for it at any time. One of my best friends is a journalist and got a letter from the federal government to travel anywhere and he was never asked for it.

All countries are different and so are the citizens, here they relied purely on voluntary compliance, no real penalties. The "we'll shoot our way out of it" talk in the US is amusing. They've gotten to the point they are and nobody has done anything yet. "They stole the last election but we'll vote them out this time", hilarious, ask Venezuela how that worked out for them.
