They need to hire a thinkerer, a DIY retard like me, and give him a bit of money to get custom hardware. Simple analogue sensors that are way harder to mess with because of the lack of solid state electronics. Obviously whatever is messing with things generate intense magnetic fields and a whole spectrum of radiation. These things are bad for modern electronics which cant handle interferrence like this. Anyway, they need custom sensors all over the place til they can monitor it live and pick up the jokers as they manifest. They are hiding for a reason and I'm pretty sure we can affect them, even catch them with the right hardware.
