He didn't have a license, and his grandfather was a felon and no weapons were allowed in the house.
There was an interview with his grandfather and he said he had no idea how he obtained the weapons, he never saw them. He also said he had no idea how he could have practiced to shoot them as he never even held a gun in his life.

We'll never know, whoever was the voice in his ear has the protection of the current federal government.
The ATF should be able to track a couple of brand new AR-15's, if they say they can't it's a flat out lie. If they don't even try, it's because it traces back to their own operations. If the media doesn't even bring up the ATF it's because they too are part of the protection racket.

Since Reyes is a felon, it is illegal for him to live in a house with firearms. Reyes said he would have turned his grandson in.
Reyes said the suspect did not know how to drive and did not have a driver's license. Reyes also wondered how his grandson would have even gone to purchase the weapons or if he trained on the weapons, saying someone must have taken him there.
