When shooter ran into the school he barricaded in the classroom and was not shooting anyone at that time... The situation as known by LE was an armed fleeing suspect had managed to run into a school and barrocade with hostages... For those 40 minutes that was how LE were treating the situation and not as a psycho active school shooter with intent.. It was not known by law enforcement that he had an intention to be a school shooter at that time and thought that hostage negotiation was the safest tactic. |

What you don’t seem to understand is that those cops were assigned to secure the perimeter. There were cops already inside the building immediately. different cops. Can you understand that you’re only getting part of the picture here? The killer was not alive for 40 minutes inside the school. He was dead within a few minutes.
