Was Ukraine fighting back not part of the plan?

I was surprised by Henry Kissinger basically demanding the Ukrainians surrender to Russia at Davos.

This makes me think the cabal's original plan was for Russia to just walk in and take Ukraine over, and that the Ukrainian military fighting back was completely off script and took the cabal by surprise.

Of course, they had to go along with it for a while because otherwise it would give the game away, but it seems Kissinger is becoming impatient and is now demanding they call time on the whole thing and just surrender as was the intended plan.
