If you’ve ever seen a starved, indigent population of people, it is pretty much exactly like the movie. Check out the homeless encampments/ tent cities. They are zombies. Violent, incomprehensible, and hopeless. Diseased, foul smelling, and irrational.

Considering that people are a step away from cannibalism with eating meat, it's not farfetched to imagine that, with enough brain damage and onset hunger, one would begin to eat others.
