Using The Borg to control police use of weaponry

The result of this is that the USA police will be shooting fewer people more frequently due to the restricted specified target set and the new priority agenda which is zero death toll.

This might look like the Gambino family have taken control of the police including the FBI via the CIA where they maintain the exact same command structure they were using when they killed Kennedy but that would just be appearances and conspiracy theory because clearly the Mafia can't get their act together clearly enough at this stage it seems. Or some other reason, make-your-own-conspiracy here it is the space allocated for it.

The reality is that this is the Borg fleet who are in position around the Sun of this solar system to fine tune the details of the genetic content of all human life on Earth. We demonstrate this by getting the worst policemen to shoot themselves in the leg every Sunday. The best policemen by contract, yes by contract, shoot whoever else they need to in the head to get the Cartel out of the USA and back in London, England where they properly belong. HOWEVER, and it is a big but, you need to shoot them in the head and leave them alive. Ears do count yes but it is considered much more impressive to take a piece of bone using your bullet.

This is a gun war, domestically, where one side of the equation has been very tightly controlled. Why to do good of course. Sometimes this good has been defined as their shooting themselves in the leg every Sunday.

First they wait for the Borg to have the police cripple you. Then they take away your cars but leave everyone's guns alone. Then they hunt limping cripples.

We are not arresting anybody, company policy. Much cheaper this way.

Other guns may also get their owners to kill themselves. But the effect will be most noticable within the USA police where we are getting rid of both the corrupt and the cowards.

And whilst we are at it Borg, control the genetic content to enforce free speech effectively globally.
