At this point IMHO it is all bluster and showmanship. If they were going to use nukes it would have been in the early days probably before almost everyone else started jumping on Ukraine's side. I also don't believe Putin and the Kremlin have near as much support from the people for this action as they tried to make out, given they had make a law making the military action in Ukraine (illegal under international law to which Russia has signed to) illegal to protest (fundamental free-speech action).

Even 4 Tsar Bombas would only physically impact <1% of the land it could feasibly take out 10% of the population with strikes on NY, DC, DFW, and LA metro.

Mutual assured destruction principle of deterrence founded on the notion that a nuclear attack by one superpower would be met with an overwhelming nuclear counterattack such that both the attacker and the defender would be annihilated.

I would think the Russians would be prepared to nuke all three City States, London, DC, and the Vatican. The U.S. should be prepared to take out Moscow, Beijing, and Tehran.
