It's not as simple as that. The 'cartels' with their 'jefes' are the local power base and always have been since the old days of the haciendas and even before. They aren't controlled by the US or China or anyone else. They've attempt to control them by 'doing business' while they try to keep them neutered by taking out leader after leader in a desperate bid to keep them from building upon their base of power - but they have moved beyond this approach because what these 'cartels' represent are a threat to their own power and 'right to rule'.

Clearly it is a war against the American people

They are going to get 'gun control' because they want to deny the developing non-white majority of the United States the right to get legal firearms. All of the regulations they are putting in place only really hit these populations.

For them, it's simply a pure, deranged attempt to cling to power by using terror on one and all whom they feel threatened by.
