You're looking at it wrong. False flags were conducted and beholden members of Congress were activated in order to try to get legislation through before, or concurrent with the U.S. Supreme Court decision.

I'd wager that part of the purpose for some of the false flag shootings was to give cover for and credibility to the threats that were being delivered to the Court in an effort to get them to do an about face on the gun issue, while the press propaganda PR machine and the legislation that they were pushing was supposed to help grant cover for the Court if the took the cowardly route.
