Belarus, yes (as per the article), but not Serbia, Iran, Venezuela and/or Cuba.

Serbia may acquire Iskanders in the future, possibly via Belarus, but I don't believe there are talks for them to do so yet. Serbia is a close ally of Russia, so unless the country came under attack from one of its neighbours, there wouldn't be the need for such a significant and controversial weapons transfer.

Moving on to Iran, that country would be more likely to get the new S-500 missile system from Russia (for defensive purposes/as deterrence against a pre-emptive US-Israel airstrike) than Iskanders. Iran already has the S-400 system but if Israel and the US ramp up plans for war on Iran, it's not hard to imagine Putin upgrading Iran's defences. After all, such a war would completely destabilize Russia's southern frontier.

Venezuela would be more likely to host a Russian military base rather than acquire significant military tech for the Maduro regime. I think there are already talks underway for a Russian military presence of some kind in Venezuela. It's possible China could do the same in the coming years as it deepens its security and economic ties in South America.

As for Cuba, they would be unlikely to receive Iskanders, but like Venezuela, possibly host a Russian military base. Russia's Cold War-era Lourdes military base in Cuba was reopened in 2012, so Russia may move some military hardware there if NATO continues its expansion.

I mentioned this a few months ago in Kingzzor's Ukrainian thread. The logical decision, for Putin, if Poland and/or other Baltic States get nuclear missiles would be to place nuclear capable missiles in Venezuela and Cuba...
