For all the time wasted, it could've been done that way. You can tell dude cop was itching to take the guy down, he just had to make it look like he was being patient. Nothing the guy did required an arrest. Cops are losers. Everyone that becomes a cop failed at becoming something honorable.

When you're low, or down on your luck, $300, $500 is huge. They could've done better. I understand it's an offense not to have a registration, but when you're below the line to afford those luxuries, sometimes you do what you have to do. I've done this myself at time I had to re-start below bottom. A situation like this and I could've run right out of rope to hand on to. The cops should've had a bit of understanding. They only make lives worse.
