In Detroit, the police dont bother with traffic violations and they can drive the car for a year then sell it to a chop shop. This shit went on for decades until the fed finally caught on. They FORCED MEL FARR SUPERSTAR Dealership to come clean and Mel Farr ( football player) had to put electronic kill switches in his cars if boomsheeka did not pay weekly.

Of course, the suburbs had to pay for this scam by Increased Insurance ( we have the highest in the nation, Detroit area).

But it means the increase in used car prices isn't fake. They'll hold that value, due to scarcity as well as fundamental value, at least the older simpler ones.

Come to think of it, this way is probably cheaper for the Feds. Game theory and all that. People won't be expecting the supply to shrink as much, so they won't require as much to turn in their cars.
