The people who are coordinating the distribution of the US "SPR" are not beholden to any particular country. They're globalists. International bankers. They've been running the show since the 1700s behind the scenes. How do you win a war that has become an agitation? Let the other side THINK they've won, but maintain control of their currency using a non-nationalistic / for profit organization. One of them had a great quote, can't remember which one, but it goes like this:

Give me control of a nations money supply, and I care not who makes its laws.
