See 31 U.S.C. §§ 3729(a)(1)(A) & (a)(1)(B). That’s because there was none. The Government’s “actual behavior” here says it all. Both the complaint itself and the public record show the Government has been fully aware of Relator’s allegations for nearly two years without withdrawing authorization or stopping payment for Pfizer’s vaccine.
