Those bombers can launch nuclear-armed cruise missiles from Russian territory without coming in range of Ukrainian AA fire. The base they were observed at has a large stockpile f nuclear weapons, including air-launched cruise missiles. On the other hand, those bombers were left out on the tarmac for everybody and their mother to see. Russia wants the West to know they're there. Might just be trying to mess with Western intelligence, but somehow I doubt it.
