or is it a way to conceal the non-existent cargo?. on paper it had $50m of weaponry but now i's crashed (spread around a few bits of military hardware for the cameras) the corrupt politicians who 'sent' it can pocket the cash and re-send the gear again and get more back-handers from the weapons manufacturers.
