It should be fairly obvious that people (ancient & modern) ascribe the order of the universe to some basic principle or 'lawgiver' that can be personified in myth.
What the ancient astronomers called the "firmament" was the fixed backdrop of stars (forming heavenly constellations) which they interpreted to be the source of orderliness in the universe and dwelling of the creator.
Being "cast out" of heaven was a way of saying falling from the fixed order to Earth, where things are in motion and subject to changes -like aging, sickness, conflict, and death.
Dis-aster is a word with aster or star at its root.
So, it was that they interpreted disaster of all kinds either to being under influence of a dark star or time of darkness, or as a personification and consequence of following a dark moral course.
But the supreme source of order was considered blameless, while the victims of disaster were blamed.
