Russia's ultimate goal is to control who enters and leaves the Black Sea. Treaty be damned.

Grain exports from Ukraine could be localized to EU allowing others to export. Turkey still has the med coast, worst case full scale invasion wise. All the other countries are of little consequence, economically.
