They passed the same bill in June. Someone realized that one thing needed to be corrected. For some reason the Republicans decided to change all of their votes.

From what I'm seeing, the Republicans did this as payback for Manchin making a deal with Biden on his budget reform.

It gets super technical, but Cruz thinks the bill would open the door to allow Democrats to spend another $400 billion on programs unrelated to veterans.
