The FBI's entire organization was setup to track down criminals that go over state lines. That is it, that's their job. They were never supposed to be secret federal police that go around doing hit jobs for politicians that take bribes from other countries.
If anything that would be the job of the CIA. That's what that organization was tasked to do, seek out foreign spies and defend against foreign subversion.
But really it would be the job of local police and a special judicial committee.
