For one, salary alone for this many people would drastically cut into any profits, for two they've already got the country teetering on the edge of chaos, and for three, if you haven't noticed, money is no longer a problem, apparently.

So while it sounds plausible if you are obsessed with the two-party lie and frame everything within those boundaries, but it's actually far more plausible that this is a front for a completely different use of that money.
