Most likely it's a diversion to funnel money elsewhere. It's been discussed here a couple of times but always gets overwhelmed with "OMG THEY'RE GOING TO HUNT REPUBLICANS".

Realistically it's probably being sent off to black budget projects using this as a cover story.

They only need office space for the agents who have mobility or sight problems. The rest will be constantly going on raids in conservative states. And about a thousand of them will just be delivering fresh ammo in big trucks.

Sure, if you view everything through the lens of the political sideshow. But it doesn't actually hold up to scrutiny when you start breaking it down. For one, salary alone for this many people would drastically cut into any profits, for two they've already got the country teetering on the edge of chaos, and for three, if you haven't noticed, money is no longer a problem, apparently.

So while it sounds plausible if you are obsessed with the two-party lie and frame everything within those boundaries, but it's actually far more plausible that this is a front for a completely different use of that money.

Again, neither adds up though. The elite don't want 8 billion mouths to feed, they want a planet full of resources and without all of us in the way.

They've already (slow) killed whatever number they were trying to reach with the shots.

Seems like, to me anyway, there is another pressing need for this amount of money and this is how they are covering it.

You can't, for example, say "well we need it to finish building our underground bunkers" without raising a few eyebrows.
