I listened to a discussion once about the drug problem in Ohio. The druggie ODs. Calls an ambulance. Gets the Narcan. Revives. Does it again. Never pays for the service. It was a strain on the budget of the ambulence provider. It got to where if on the 3rd call, if the bill was not paid, the ambulence would not respond. The discussion was the moral dilemma of the ambulence not showing up. (Junkie gonna die). Some fire departments provide this service. It was a strain on the county.

It also encouraged more drug use because now the junkie had a safety net.
