The tree guy should have called a local beekeeper, a bee suit, bit of smoke, an empty frame hive, would have been no problem to relocate.

Legitimate tree cutters clear the tree calling in the county folks to remove any nests properly before going full Rambo.

If you don't like to use chemicals, another way to deal with underground nests........Find the entrance hole and the exit hole. Put a clear glass jar or bowl over each hole. The hornets will try to exit, cause they are looking for light at the end of the tunnel and are stopped by the glass. Eventually they die. It's best to do this after sundown after all the hornets have returned to the nest for the night.
