They named an infrared camera LUCIFER probably as a poke at the neighboring vatican observatory on the same mountain. The Large Binocular Telescope is a secular observatory, the vatican observatory on that mountain is called VATT the Vatican Advanced Technology Telescope.

This project is likely another NASA money laundering scheme to funnel public money into black projects and kickbacks. By delaying the deadline, they can milk the budget for another 2 years. Don't think we don't already have advanced telescopes and early detection systems in place on our military satellites capable of spotting incoming space debris with greater accuracy and resolution than anything NASA can put together. Chances are, we already have orbital railguns and scalar energy weapons capable of knocking asteroids out of impact trajectory or disintegrating them. Besides our non-human "friends" would never let such a dangerous object hit earth right now. After all they consider this planet and humanity to be their property - labs rats and cattle.
