If this was just "were having referendums" than timing wasnt important. When he did the first announcement cruise missiles started landing soon after. I feel like they are getting logistics in place for something or other and for whatever reason they werent perfect earlier. If Im wrong Im wrong, but seems like a weird thing to do for just a referendum announcement
