I'm getting information about that Belgorod phenomena. Looks to originate from the ground. Highly likely it's a 'Peresvet' system. Which is a laser optical jamming suite for enemy satellites. Mainly used to disguise mobile ICBM launching positions. Well 'disguise' by blinding recon sats. If that system is active then Russia really does not want Western Spysats to see what's going on at ground level.
