The 25 million figure is the number of men who have previously gone through military training. Russia has universal military obligation of one year for all males aged 18 to 27. In some cases it is two years depending what the military occupation. So, yes, they have a huge pool of potential military trained personnel to call upon if necessary. However, there is probably no way they could ever equip and feed such a huge number at once, so it's kind of a moot point from a practical perspective.
