apparently in russia you can.
no such thing has ever existed in the US. i think they may have had a Draft in the olden times but i also remember people burning their cards and leaving.

Many draft dodgers served time in prison, they all had their lives disrupted and many suffered financially by not being able to find good employment due to their past record of draft evasion or prison terms. Many more left the US, never to return. It is likely to come up again, as they are failing to meet the induction quotas for the "volunteer" military. But the standards have changed less and less fit young adults are available to serve. So I would expect to see a new type of boot camp for those who can't qualify for regular boot camp. It will get them in shape to attend the regular one.
