This does NOT mean they will use nukes. Irresponsible title! The United States and every other country with nukes also reserve the right to use them in an event where any of their nations are threatened. Putin simply said the same. Russia is under attack from the US/UK and NATO and they have nukes aimed at them. They have reason to make this statement.
